The Baltimore Association for Retarded Citizens, also known as BARC, is one of the nation's largest agencies addressing the needs of people with mental retardation. BARC is widely recognized for improving the quality of life of these citizens by offering a variety of programs and services, including vocational training, community living and supported employment.

Operating from nine locations throughout Baltimore, BARC is committed to helping people with mental retardation live as independently as they can in the least restrictive environment possible. This goal is based on the belief that all individuals, regardless of disability, are capable of growth and development. Appropriate learning opportunities can help each person reach maximum potential and enjoy a full, productive life in the community mainstream.

As an advocate for the rights of citizens with mental retardation, BARC interacts with local agencies and legislative systems to ensure that the interests of people with mental retardation are properly represented. The BARC Network, a group composed of people with mental retardation and developmental disabilities—and their family and friends—is working to secure adequate, accessible services for disabled individuals, wherever and whenever they are needed.
